It's been known by the public since the earliest hours following the murders of Kimberly Dowell and Ethan Dixon in Westside Park that they were discovered by K9 Officer, Terry Winters, but somehow Winters name also got bandied about early on as a suspect by the public, and for many that we've spoken to that stigma around Winters remains. This week, we got the chance to speak with Mr. Winters and form our own opinion.
