The parable of the two men who build their houses upon the rock and sand is given to us from Jesus as the conclusion to the Sermon as a summative re-extension of the invitation into the new kingdom. However, it is given as a parable in order to make the purpose of the Sermon known creatively and encourage response, just as is the case with all the rest of the parables in Matthew.
